ABSTRACT
This paper is a self-affirmative discourse on the use of media tools in the prevention of cervical cancer among women. It particularly focused on a mixed media approach. The study conceptually reviewed print media and prevention of cervical cancer, audio drama and prevention of cervical cancer, and cervical cancer prevention through a mixed media approach: audio drama, posters, and flyers. This study adopts library research method with the aid of secondary data sourced from relevant journal articles, textbooks, internet resources to mention few. The study showed that a mixed media approach better helps in preventing cervical cancer than a single media approach. The study therefore concluded that audio drama and print media tools such as posters and flyers can go a long way in encouraging women to prevent cervical cancer. Where audio drama and the print media have been found to be individually effective in preventing cervical cancer, for example, by increasing uptake of screening, the use of mixed media have been found to produce a better result. The study recommends that members of the society should be geared towards keeping abreast of information on cervical cancer prevention and other various heath information via the combination these different media tools.

ABSTRACT
The term ‘globalization’ has increasingly come to be associated with the era in which we live and reflects the degree to which our lives and the societies in which we live are influenced by processes and trends which are global as opposed to national in origin. This paper: explores the links between globalization and development, looking at arguments about both the negative and positive aspects of the relations between the two; examines the realities of a shrinking world as an increasingly unequal world and the persistence of ‘unequal geographical development’; presents an updated picture of the global digital divide showing just how unequal the world is in terms of communications; reviews economic aspects of globalization, especially what is referred to as ‘global shift’ in the manufacturing sector and the emergence of what are referred to as ‘global production networks’; defines and explores the realities of the joint processes of global convergence and global divergence as key systems leading to homogeneity in patterns of consumption for those who can afford it, and heterogeneity in respect of production and ownership; reviews aspects of cultural globalization; considers political aspects of globalization; and overviews protests against the current forms that globalization is assuming in the form of the anti-globalization and anti-capitalism movements, including urban social movements.

ABSTRACT
Economic, social and political factors played a crucial role on the state of insecurity in Nigeria. The paper investigated the impact of these political factors that created insecurity in Nigeria. Relying on both primary and secondary sources of information, the paper found that insecurity in Nigeria is largely caused by economic, social and political factors. The paper also revealed that poverty, neglect, corruption, lawlessness, and uneven pace of development around the country are responsible for insecurity in Nigeria. The paper recommended that Nigeria should accelerate the pace of development by creating an economy with relevant social, economic and physical infrastructure for business operations and industrial growth, to provide gainful employment, high level education facilities and medical care for the people. Issue of corrupt practices among office holders which is viewed as the main cause of inequality and inequitable distribution of the nation’s wealth among its citizens should be addressed.

ABSTRACT
The relationship between inflation and economic growth has been a controversial issue in macroeconomic theory and has remained a deliberated subject among policymakers. The study examined the effect of inflation on Nigeria economic growth using time series data spanned over a period of forty (40) years 1981-2021. The study adopted the ex-post-facto research design. Secondary data used in the study was sourced from CBN annual statistical bulletin for relevant years. Descriptive statistics, Augmented Dickey Fuller Test (ADF) and the autoregressive distributed lag (ARDL) regression techniques were the main statistical tools used to analysis the data with the help of E-view 10 statistical package. The finding of this study revealed that inflation rate exerts a negative and insignificant effect on economic growth. As a result, the study recommends that a more pragmatic effort is needed by the monetary authorities to target the inflation vigorously to prevent its adverse effect by ensuring a tolerable rate that would stimulate the economic growth of Nigeria.

ABSTRACT
The study reviewed literature that pointed out the causes of accidents within Lagos state and identified most of them to include; over speeding, wrongful overtaking, drink-driving, taking of dangerous drugs, use of handset while driving, driving against the traffic, over loading of the vehicle, engaging the use of bad shaped vehicles, abandonment of damaged stationary vehicles in the middle of the road and many more. It was found out that so many lives and properties are lost day in day out, as well as a colossal loss of properties worth billions of Naira in the process. The role of the media (radio, television, newspapers, magazines, billboards, handbills and social media platforms) as agents of awareness which is very crucial to ensure efficient, accurate and credible coverage of road safety messages was extensively discussed and analyzed. Road traffic media messages have been identified as strategies which influenced the attitudinal change of Commercial Drivers’ Safety Consciousness and Practices in Lagos state.

ABSTRACT
Nigeria is a heterogeneous society with about 300 ethnic nationalities that were brought together in 1914. The inability of the various ethnic nationalities to live together harmoniously brought about conflicts in Nigeria, especially indigenes-settlers conflicts conflict. Even though the constitution of the Federal Republic of Nigeria 1999 (as amended) stated that all citizens of the country would not suffer any form of discrimination under whatever circumstances, the same constitution equally created a bit of confusion in defining who is a citizen, indigene and settler in the country. The aim of the paper is to examine indigenes-settlers’ conflict in Nigeria with a view to finding out the way forward out of the near intractable conflict. Data for the study was collected from secondary source, while content analysis was used in data analysis. It was discovered that indigenes-settlers conflict is caused by many factors including loop-sided distribution of societal benefits, unhealthy struggle between indigenes and settlers over scarce resources, distrust among the various ethnic groups in Nigeria, imposition of alien culture and traditional institution on the people, religious, and historical factors. The implications for indigenes-settlers’ conflict in Nigeria include negative impact on national unity and nation-building efforts in the country, fear created by nomadic-pastoralists/crop farmers conflicts, narrowing down of the political space through alienation of so-called settlers from the scheme of things, and negative impacts on the development of social capital. The conflicts have been poorly managed by the government over the years leading to its escalation. Going forward, Nigeria needs to amend its constitution to clearly define who is a citizen of Nigeria; review the Land Use Act of 1978 to make all pieces of land in the country to be owned by the Federal Government; convoke national conference to assuage the fear of the minority in the country; and give the women full indigeneship of their husbands’ place.

A CONSIDERATION OF THE CONSTRAINTS TO FULL REALISATION OF THE OBJECTIVES OF THE NATURAL GAS POLICY (2003) AND THE DEVELOPMENT OF THE NATURAL GAS SECTOR IN NIGERIA

Department of Public Administration, Obafemi Awolowo University, Ile-Ife, Nigeria
ABSTRACT
Although a gas policy, the National Gas Policy, NGP, (2017) approved by the Federal Executive Council on June 28th 2017 is now in place in Nigeria, ostensibly to replace the natural gas policy contained in the National Energy Policy, NEP, (2003), it is but an improvement on the former. The fundamental objectives, which are that, the nation’s gas resources shall be harnessed and optimally integrated into the national economy, energy mix and industrial processes; the nation shall engage intensively in gas exploration and development with a view to increasing the reserve base to the highest level possible; the nation shall put in place necessary infrastructure and incentives to encourage indigenous and foreign companies to invest in the industry, and that the nation shall put in place necessary infrastructure and incentives to ensure adequate geographical coverage of the gas transmission and distribution network, still form the bedrock on which the present policy is hinged. For instance, the just-approved policy is intended to, among other things, remove the barriers affecting investment and development of the sector, with a view to making Nigeria “to be an attractive gas-based industrial nation, giving primary attention to meeting local gas demand requirements, and developing a significant presence in international markets” (NGP, 2017). The specific objectives of the study are to: assess the extent of the implementation of the four fundamental objectives of Natural Gas policy (2003); identify the barriers to the full realisation of The Policy; consider factors that could help to improve the situation of policy implementation in the gas sector, and examine the role of the regulatory framework on the issue of natural gas policy implementation with a view to investigating the development of the natural gas sector in Nigeria. The study findings revealed that, government’s dual status (of operator and regulator at the same time) is a major constraint to the full realisation of the natural gas policy in Nigeria. The study concluded that, until regulatory frameworks within the sector are strengthened and government acquired the needed political will to effectively regulate the sector as expected, the said policy will continue to be a piece of valueless document. The barriers to the full realisation of the objectives of the natural gas policy, and the ultimate development of the gas sub-sector, despite the policy renewal, and viewed from international and domestic environments, governance angle, legislative and regulatory perspectives as well as sector structure, formed the focus of this study.

ABSTRACT
Stakeholders’ engagement an integral concept of Corporate Social Responsibility (CSR) is important in the management of an organization. Stakeholders engagement is premised on the notion that those groups who can affect or are affected by the achievements of an organization’s purpose should be given opportunity to make input in the development of decisions that affect them. Steady and effective engagement will help translate stakeholders needs into organization’s goal. Quality stakeholder engagement will generate creative solutions to address stakeholders’ concerns, increases responsiveness, and transparency. When FMCG companies in Nigeria strategized rightly in their choices of engagement strategies it will result in high level of stakeholders’ responsiveness in terms of participation and contribution to the development of CSR objectives. Therefore, the aim of this study is to appraise relevant literature on CSR, Engagement strategies, Stakeholders’ Responsiveness and Fast Moving Consumer Goods (FMCG) companies.

ABSTRACT
The role of public enterprises in meeting the needs of clients have been brought into question starting from the point of the obvious failure of many of them in terms of meeting their mandates to the public. Though they were created mostly with the thought of their capacity since capital is government-funded, but these organizations were abused in operations and management. This has led considerations to privatize some enterprises with the aim of efficiency, accountability and economic turnaround. By their nature, private enterprises are not affordable to all classes of citizens as their major consideration is profit. This is what accounts for the choices of private schools, hospitals etc over public institutions that are generally within reach since major considerations are service provision at affordable rates. The effort has received resistance from the public and many are appalled by the idea of “selling” government organizations. This paper, drawing from reviews and documented public opinion on the subject, opines that public enterprises are relevant in order to provide fair play ground for all classes of citizens but much needs to be done to restructure the operations of the organizations, particularly in orientation and using appropriate checks to monitor efficiency.

ABSTRACT
Since the late 1990s, there has been a growing awareness of the interrelationship between conflict and development, as well as peace and development, that has led to a greater understanding of correlations between the outbreak of violent conflict and under- or uneven development. Studies have revealed how developmental factors can trigger violence, but also, on a more positive note, how developmental factors can be instrumental in either preventing or ending violence and initiating post-conflict reconstruction. This paper sheds some useful light on conflict and post-conflict issues in Africa. It explores African development through the lens of violent conflict, highlighting the role of development in conflict as well as the effects of conflict on development. This paper briefly examines non-developmental and developmental explanations for violent conflict in Africa, specifically intra-state wars, before discussing the orthodoxy that development is an essential component of peace-building, focusing on the role of development in responding to violent conflict situations through the specific examples of peacekeeping and aid. This paper concludes that the poor understanding of the complex roots of Africa’s violent conflicts ensures that the continent is likely to continue to experience and suffer from violent intra-state wars.

ABSTRACT
Issues surrounding language shift and language extinction has become a source of concern to sociolinguistic in particular and minority language speakers in general. Evidence from literature and early studies reveal that many minority languages are still at the verge of extinction in Nigeria. Based on this rationale, this research work examined the role of language policy in protecting minority languages in general and Jenjo language Taraba State in particular. In order to achieve the objectives of this study, three (3) research questions and research hypotheses were designed to guide the study. It was a descriptive research design that target twelve thousand three hundred and forty-five (12,345) total population out of which one hundred and twenty (120) sample size were drawn using purposeful sampling technique. A researcher-developed questionnaire titled “Language Policy and Prospect of Jenjo Language in Taraba State Questionnaire (LPPJPTSQ)’ was used for data collection while face and content validity of the instrument was be done by two experts in the field of languages at Taraba State university, Jalingo. Also, pilot study was conducted on thirty (30) respondents outside the study, which yielded .74% coefficient with the aid of Cronbach’s Alpha Reliability Analysis. The data collated was analyzed using Mean, PPMC and Regression Analysis @ 0.05 level of significance. The findings revealed that; there is no significant relationship between language policy and minority languages; there is significant relevance of language policy in meeting the problems of minority languages; as well as there is significant moderating effect of language policy on Jenjo language in Taraba State. Among others, the study recommended that minority language speakers should freely and frequently speak their languages to be proud of their language and encourage others to like the language, and that the speakers of minority languages should document and write books, and showcase programmes on Radio and Television set using their local languages. The study therefore concluded that language policy is directly linked to promulgation of major and official languages, whereas the same policy is required for recognition and acceptance of Jenjo language by Tarabans.

ABSTRACT
The journalism industry is a dynamic, unique and growing sector of the global economy because of its relevance to key social and cultural forces in our society. As the fourth estate of the realm, the media is an institution that creates fora for debate with a large segment being market-oriented. This paper examines how media organizations set out special dates to celebrate and reel out awards to selected individuals in a calendar year. It concludes that media instituted honours and awards are politically and economically colourated thereby prompting questions on the credibility of the media organisations. Majority of those who have been considered for recognition are the influential gatekeepers, celebrities, politicians and business moguls whose influence, endorsement, patronage and goodwill can upturn the fortunes of a media organization. The paper recommends that media organisations should be guided by ethical principles of journalism when conferring honours on members of the public. Where media organisations decide to honour individuals who have done remarkably well in the society, parameters for the choice of awardees should be made public and align with the real impact of the awardees on society. Media organisations should look beyond politicians, advertisers and other gatekeepers when conferring honours to avoid perception of the award as a reward mechanism for those with financial wherewithal.
FORENSIC GRAPHICS: AN ESCAPE FROM FINANCIAL DILEMMA IN NIGERIA

ABSTRACT
Forensic Graphics is a scientific aspect of graphic design that deals with the research and development of sensitive paper documents such as banknotes, cheques books, passports, product authentication, certificate of occupancy, stock certificates, postage stamps, identity cards and so on with the aim of protecting them against forgery and counterfeiting. Forgery and counterfeiting fuel the economic recession and posses a serious threat to financial institutions and consumers worldwide. It is obvious that, counterfeit currency reduces the value of the genuine currency, which will, in turn, affect the consumer through the increase in prices (inflation) and also leads to monetary losses. International Police described counterfeit as the world’s fastest-growing crime wave with the potentials of destabilizing the national socio-political, cultural and economic development and threatens global security, and it is a vital means by which terrorists, smugglers, human and drug traffickers, 419ners and other criminals perpetrate and or finance their evil activities. Unfortunately, in Nigeria despite the magnitudes of forgery counterfeiting as financial insurgence, the researchers, forensic designers, security printers, CBN as a regulatory body and law enforcement agencies have virtually left this menace unattended. The researcher noted that, only a few publications are available on forensic graphics and security printing globally, not to mention the third world countries like Ghana, Uganda, Kenya, South Africa and Nigeria where this menace is thrilling. Therefore, this study is embarked upon to explore analyze and address menace using the research and development (R&D) approach.
