STRATEGIES FOR CURBING INDISCIPLINE IN PUBLIC ORGANIZATIONS IN NIGERIA: A THEORETICAL VIEW

ABSTRACT
Issues surrounding indiscipline have become a source of concern to all and sundry. In fact, indiscipline is the brain behind unproductive public organizations in Nigeria thereby affecting developmental stride of our country. This cankerworm has found its way around all public institutions including leadership and political offices where it wrecks success records in these offices to zero level. However, beyond absence of stern disciplinary measures that serves as reinforcement for perpetrators of this ill-manner display in public institutions, this paper argues that low morale to boost self-discipline in public workers has contributed immensely to the plight. Drawing on the Social Learning Theory, the paper posits that indiscipline acts are learned behaviours, which could be unlearned by diverting reasoning faculty of public workers to discipline conducts. Moreover, in order to re-learn discipline behaviours, the paper calls on the current leaders to lay the background, beyond giving the impression, their acts and conducts must convince public that they are ready to change the narrative. To this end, the paper concludes that Nigeria has what it takes to unlearn indiscipline acts and conduct discipline acts in all her facets of life. Among others, it was recommended that government should throw full weights of support in punishing any offender to serve as deterrent to others and break the jinx of god-fatherism; and that discipline people should be appointed to the helms of affairs in public institutions. This will help to stamp-out sharp practices and acts of indiscipline by upholding the ethos, norms and organizational laws to the fullest without fear or favour.

THE ARAB SPRING IN MENA, THE RISE OF ISLAMIST THREATS, AND THE DEEPENING OF INSECURITY IN WEST AFRICA

ABSTRACT
This paper investigates the impact(s) of the socio-political upheavals and popular uprisings in the Middle East and North Africa (MENA) region on the West African regional security over the past decade. Known widely as the Arab spring, these uprisings led to fundamental political shakedowns and transformations that swept several authoritarian regimes in North Africa, including in Egypt, Libya, Tunisia, and Yemen. It also plunged other countries such as Syria into a vicious civil war. Relying on documentary data, we argue that the ever expanding insecurity atmosphere in the West African region including the emergence of new Islamist threats such as those of Boko Haram and ISWAP were part of the fallout from collapse of those regimes such as Gadhafi’s in Libya. This not only created a corridor through which SALWs flow, mainly stolen from armories in Libya and elsewhere, were smuggled into West Africa thereby leading to proliferation, but it also allowed for the free and unimpeded movement of mercenaries and other fighters. Thus, stolen weapons sold in various black-markets where not the only dangerous consignments that found their way into West Africa. Mercenaries hired by Gadhafi in the dying days of his regime as well as other criminal elements, especially rebels and terrorists who fought and profited from those conflicts also slipped into the West African region and joined other Islamist groups to constitute severe security threat to West Africa. The implications of this, as we demonstrate, are the proliferation of cheap but sophisticated weapons; emergence of terrorists groups and other criminal elements with expertise in weapons’ handling, bomb-making, and tactics pursuing nebulous socio-political and religious agenda as is the case with Azwadi rebels in Mali and Boko Haram terrorists in Nigeria; and increasingly weakened states in the region with reduced institutional capacity and military resources to neutralize these threats.

ABUSE OF DIPLOMATIC PRIVILEGES AND IMMUNITIES IN NIGERIA AND THE UNITED STATES OF AMERICA

ABSTRACT
Diplomatic privileges and immunities are used to describe the protection a local jurisdiction offers a representative of a sending national government for serving in various capacities within the territory of the receiving state. The Vienna Convention on Diplomatic Relations, 1961 made it clear that it is the responsibility of all persons privileged to enjoy these rights to give maximum respect to the guiding laws and regulations of the host state. There are many instances where immunities and privileges were abused. This paper analysed abuses of diplomatic privileges in Nigeria and the United States of America. Doctrinal approach was adopted for the study. It was library-based research. The primary sources of materials used were: Vienna Convention on Diplomatic Relations (VCDR) 1961, United States of America State Immunity Act, 1978, United Foreign Sovereign Immunities Act, 1976, Vienna Convention on Consular Relations 1963, Nigerian Diplomatic Act 1962, Nigerian Diplomatic Privileges and Immunities Act, 2004. The secondary sources of materials included relevant published text books on the topic, scholarly peer-reviewed journals, articles, law reports and other relevant materials sourced in the internet. The work adopted power theory of social misery in addressing the problem of the study. The study discovered series of abuse in the practice of diplomatic privileges and immunities in both Nigeria and the United States of America. The corrupt nature of the Nigerian system led to limited account of abuses in the ministry of external affairs, which indeed is an impalpable experience. The contents of the Convention are outdated and no longer suited the practice of diplomatic immunities in the 21st century. It is recommended that the United Nations should amend the Convention to meet the trend of development. More stringent measures should be made to govern or checkmate all diplomatic officials at the international and local levels to serve as deterrents to erring diplomatic officials.

A REVIEW OF HAUSA LANGUAGE AND ADULT EDUCATION AMONG ADULT LEARNERS IN NORTHERN NIGERIA

ABSTRACT
There is no doubt that language of instruction is essential to instructional delivery of any educational programme, especially in adult class. This is based on the feelings that language of instruction may influence attainment of objectives of adult education programme, if not carefully selected. In this wise, this paper underscores significant role of Hausa language towards responsive adult education programmes among adult learners in northern Nigeria. Drawing on the assumptions and principles of Andragogy, the paper canvassed for the use of Hausa language in all adult education programmes for adult learners in the northern part. Based on this rationale, the paper established that Hausa language could be effectively utilized for achieving objectives of adult education programmes in the northern Nigeria. Among others, the paper suggests to the organizer and resource persons of adult education programmes to infuse and apply the assumptions and principles of andragogy theory in their training. Hence, the paper concludes that in an effort to develop our nation, the role of education in general and adult education in particular cannot be underestimated, if the talents and abilities of the adult population are to be developed, mobilized and utilized for national development.

THREAT OF ETHNIC MILITIA TO DEMOCRACY AND SECURITY IN NIGERIA

ABSTRACT
The paper emphasis of the threat of Ethnic Militia to Democracy and Security in Nigeria. The survey research method was used for this work and the population consists of the entire staff of Niger Delta Development Commission (NDDC) with staff strength of 150 employees, 120 persons were selected using the Simple Random Sampling (SRS) technique. The major instrument that was used for this study was the structured questionnaire in a five-liked scale. In analyzing the data collected for the purpose of carrying out this research, the statistical tool correlation (PPC) and the statistics was used. In conclusion, the work has shown that ethnic militia, particularly Niger Delta emerged as expressions of sub-nationalism arising from the weakness and inability of the Nigerian states to resolve perceived marginalization by some sections of the society.

THE CAUSES OF INSTABILITY IN NIGERIA AND ITS IMPLICATION FOR DEVELOPMENT: AN APPRAISAL

ABSTRACT
This study is to access the causes of instability in Nigeria and its implication for development: an appraisal. Nigeria presents a picture of the best and worst of what African states offer the world. It is made up of over 250 different ethnic groups and languages enriched as a crossroads between various forms of religion as Christianity, Islam, and indigenous beliefs, and Western, Arab, and native influences. The Nigeria is rated among countries boiling in the world at the moment. The study find out that there are millions of lives lost over the past few years. Also shown that property worth millions have been lost within the period under review. The study found out that the major cause of crisis is what can be considered as irresponsible government. The study concluded that there may not be permanent solution to the problems of crisis in Nigeria but little efforts are being made to return the country to the path of peace .The study recommended that there is need for dialogue between the Government and the various secessionist groups in the country before the whole thing gets out of hand.

IMPACT OF MONETARY POLICY ON NIGERIAN ECONOMIC PERFORMANCE IN POST MILITARY ERA

ABSTRACT
This paper analyzed the impact of monetary policy on Nigeria economic performance in post military era using time series data between 1999 and 2020 as well as adopting E-views as a tool of statistical analysis. Economic performance was proxy by real gross domestic product; monetary policy was proxy by money supply and exchange rate while investment was brought in to serve as control variable and it was proxy by credit to private sector. Using Augmented Dickey fuller unit root test, Johansen Co-integration test and Error Correction Mechanism, some of the result were; money supply was positive and statistically significant while credit to private sector and exchange rate were redundant and statistically insignificant leading to recommendations that government should sustain money supply mechanism and monitor credit facilities to private sector to avoid diversion among others.

MIGRATION, CULTURAL HYBRIDITY AND THE PLIGHT OF AFRICANS: A CASE STUDY OF SELECTED AFRICAN TEXTS

ABSTRACT
The term ‘migration’ is derived from a Latin word, ‘magrare’ which means to ‘wander’ or ‘to move’. The human nature is prone to change which could be voluntary and involuntary. Social scientists have traditionally defined migration as the more or less permanent movement of people across space (Peterson). African writers such as May Ifeoma Nwoye (Fetters and Choices) and Chimamanda Ngozi Adiche (Purple Hibiscus) write about how migration affects Africans, the conditions under which women travel to Europe for greener pastures and other related reasons. Through a gender analysis of Fetters and Choices and Purple Hibiscus by female authors, this paper explored the plight of African migrants. The development of gender and migration research and the key contributions that feminist migration scholars have made to our knowledge of labor migration, migrant families and social networks, transnationalism and citizenship, sex trafficking, and sexuality are highlighted. This study underscored the essence of feminist migration research and focuses on the gender and migration literature which explored women’s experiences. The methodological and theoretical framework of this study is based on the integration of international migration and gender theory, which helped to interrogate the social process of migration, impacts on cultural hybridity, social networks, sex trafficking and the plights of African migrants.

THE CONCEPT OF FAILED BANK AND THE FACTORS RESPONSIBLE FOR BANK FAILURE IN NIGERIA

ABSTRACT
One may not be wrong to say that banks play a very crucial role in the development of any economy, and the failure of these banks could result to underdevelopment. No bank in any nation is too big or too small to fail, but the only way these banks especially Nigerian banks can be insulated from failure is by proper management by both internal and external authorities. The Central Bank of Nigeria (CBN) has said that the only way a nation can be free from bank failure is through the adoption and enforcement of corporate governance culture that will help eradicate poor management, fraud and insider abuse by both management and board members, poor assets and liability etc. Experience has shown that bad debt or non-performing loans have been the main cause of bank failure and has militated against development.

ABSTRACT
This study examines adverts associated with business premises, vehicles and institutions in languages like English, Kiswahili and Ekegusii that are found in the two towns of Kisii and Keroka. These adverts are studied in terms of context, content and invitation or persuasion potential using the semiotics linguistic landscape (L L) for easier categorization. The study employs the Sperber and Wilson theory of Relevance (RT) focusing on the narrowing and broadening of words’ meanings, disambiguation, and adding of social meaning; and presuppositions in the language, that formulate information and strategy of advertising.

THE ROL ES OF ISLAM IN THE DEVELOPMENT OF LIBRARIES: A HISTORICAL REVIEW

ABSTRACT
The paper covers the historical review that discusses the development of libraries in Muslim societies during the spread of Islam, it further explain the conversion of information materials of some notable scholars and other transaction of personalities of that time. The paper also explains the services of libraries in translation of scientific information materials so as to be preserved for future usage. In addition it reviews the development of the library that is supported by the principle of seeking and dissemination of knowledge that was practiced directly by the Muslim community at that time. In addition, it is also influenced by other economic, social and cultural conditions that developed during this period.
