ISLAMIC BANKING SYSTEM AND SMALL AND MEDIUM SCALE ENTERPRISES PROMOTION IN NIGERIA

ABSTRACT
The study examined the role of the Islamic Banking System in promoting Small and Medium Scale (SMEs) businesses using enterprises in Taj Bank Limited, Abuja. The Islamic mode of finance to SMEs of loan, overdraft and hire purchase provided by TAJ Ltd were dwelled on in this study. A survey research design was used while a sample of 100 SME owners that patronize Islamic mode of finance rendered by Taj Bank Ltd in Abuja metropolis was selected and a questionnaire was adopted as a tool of data collection. Data were analyzed using regression analysis where SPSS 20.0 was used to process the data. The study revealed that the Islamic mode of finance provided by Taj Bank Ltd played a significant role in promoting SMEs in the Abuja metropolis. Meanwhile, the study recommends that TAJ Bank Plc should continue to render different Islamic banking services to the teeming SMEs capable of not only promoting but also expanding and sustaining entrepreneurship activities in the Abuja metropolis.

THE AFRICAN CONCEPT OF DEVELOPMENT IN A SHRINKING, FRAGMENTED WORLD

ABSTRACT
Africa is a continent that is rapidly transforming. For many, however, it remains a mysterious location, wrapped in myths and false notions. This paper points out that despite having nearly 20% of the world’s land area and 14% of the world’s population, the 54 countries accounted for only 2.2 percent of global trade in 2019, compared to 38.5 percent for Europe and 40.7 percent for Asia. It stresses that Africa is still a marginalized continent in many ways. However, things are changing and will continue to change in the near future — it’s a matter of ‘watch this space’! The early years of the twenty-first century were dominated by economic expansion in China and India, which resulted in the emergence of a substantial middle class in Asia. This paper emphasizes that despite often shaky statistical data, there are indicators that this is taking place in several African countries, and Africa will undoubtedly be the continent to watch in the next 20 years and beyond. And despite starting from a low basis, several African countries’ economic growth rates are now among the greatest in the world, with 13 African countries posting average annual GDP growth rates of more than 6% between 2009 and 2020. This paper poses a thought-provoking question: What does development mean for a people struggling to emerge and free themselves from the inimical legacies of enslavement, colonialism, imperialism, apartheid, neocolonialism and underdevelopment, as well as impositions of the Washington Consensus and neo-liberalism? This paper interrogates elements of this question, concluding that only a combination of genuine de-imperialization on a world scale and decolonization is likely to result in global democracy in which Africa could be afforded space to develop.

ABSTRACT
It has almost axiomatic to state that the resources at the disposal of local governments in Nigeria are not sufficient when compared to the responsibilities before them. There had always been palpable imbalances in the resources and responsibilities on the level of governments. Apart from the sharp divergence observed in the resources and responsibilities devolve upon local authorities there are other serious impediments to service delivery at the local level in Nigeria. This paper seek to identify and analyze cumulative effect of a myriad of ancillary factors posing impediments to local governance and service delivery in Nigeria. Even though some of these impediments can occur concurrently a thematic approach would be adopted to situate a discernable picture of the impediments.

EFFECT OF INFRASTRUCTURE PROVISION AND LEARNING ENVIRONMENT ON STUDENTS’ SATISFACTION IN PLATEAU STATE UNIVERSITY BOKOS

ABSTRACT
Infrastructure is among the important operational inputs into any institutional activities. It constitutes elements that are necessary for teaching and learning and is vital in the development of qualitative university education. This study assessed the effect of infrastructure provision and learning environment on students’ satisfaction in Plateau state University Bokkos with a view to enhance students’ satisfaction in study area. The study adopted a descriptive and inferential survey research design and Proportional stratified sampling. The sample frame of this study is the total number of 1,233 of questionnaires was administered to faculties in the University. Finding revealed that The R-square square value shows how much of the variance on the dependent variable students’ satisfaction is explained by the independent variables of availabilities of infrastructure provision and condition of learning environment. Therefore, the R value = .849, R-Square value = .715, adjusted R-Square value = 717 and P < .000. This revealed that the independent variables of availabilities of infrastructure provision and condition of learning environment explained 71.5 % has the effect on students’ satisfaction with significance at P < .000.This study recommends the need for the school management to build students’ hostels for both male and female students to accommodate the growing population. The management should build more toilets should be improved by making the cleaners work two shift in university.

CRITIQUE OF MANPOWER DEVELOPMENT IN OIL AND GAS SECTOR OF NIGERIA

ABSTRACT
Since the finding of commercial oil in Nigeria, the State has been grappling with the problem of the human resources development. The nation is battling with it to show for the enormous mineral resources that are available to it and which it continues to squander. Even with the presence of the multi-national oil companies in Nigeria not much has been achieved in technology transfer in the past fifty years. The level of unemployment has risen to 33 percent and only about one percent of the population is employed in the oil sector. This paper which adopts the doctrinal method examines the various perspectives that manpower development in the oil and gas sector can be viewed. It finds that the State is tenacious in seeing that humans resource is developed to critical levels but the multi-national oil companies have no clear-cut commitment to same except as is necessary for profit maximization. It therefore calls for more public-private initiatives and fuller implementation of the local content doctrines and involvement of local content vehicles.

ACHIEVING SUSTAINABLE DEVELOPMENT AMIDST SECURITY CHALLENGES IN NIGERIA: THE ROLE OF VOCATIONAL & TECHNICAL EDUCATION

ABSTRACT
This study investigated the role of vocational and technical education in achieving sustainable development goals amidst security challenges in Nigeria. Variables such as security challenges and vocational and technical education were ascertained, whether the problem associated with them could be resolved so that sustainable development could be achieved in Nigeria. This paper adopted the content analysis method which is concerned with the review and critique of relevant academic literatures to address the objective of this paper. Secondary data drawn from the academic contributions of scholars and educational policy makers in journals,textbooks,public lecture notes, government gazettes, internet and direct observations related to this paper were used, and thus descriptive and inferential statistics were not used in this paper. The study found that sustainable development can only be achieved in Nigeria in an environment where Nigerians are secured and safe which can only be achieved when the people are skillfully empowered and gainfully employed in various economic productive activities through vocational and technical education. The study concluded that when Nigerians are educated with the needed skills and technical know-how, they will not pose a threat to security and achieving sustainable development in Nigeria would be actualized. It was recommended that vocational and technical education should be reinforced to give citizens the required knowledge and skills which is the needed ingredient that will not only positively reconstruct their minds but as well equip them to exist in a secure atmosphere and achieve the needed sustainable development for Nigeria.

ROAD TRAFFIC MEDIA MESSAGES, AN IMPETUS TO IMPROVED DRIVING CULTURE AMONG LAGOS STATE INTER-STATE COMMERCIAL DRIVERS

ABSTRACT
This paper is an avowal discourse on the use of road safety media messages to create safety awareness and better road usage practices among inter-state commercial drivers in Lagos, Nigeria. The study conceptually reviewed existing work of scholars on the use of traffic media messages in solving challenges of public interest in general and road safety in particular. The study adopted library research method using secondary data accessed from journal articles, conference proceedings books and other relevant sources. The study found out that exposure of commercial drivers to road safety media messages brought about the desired changes in their awareness, knowledge level, attitude and practice. The study thus concluded that more exposure of the drivers to media messages on road safety will bring better road usage practices among inter-state commercial drivers in Lagos, thereby reducing the incidence of road traffic accidents.

PSYCHOLOGICAL INFLUENCE OF PARENT ON CHOICE OF CAREER AMONG SECONDARY SCHOOLS STUDENTS IN POTISKUM METROPOLIS, YOBE STATE – NIGERIA

Career choice is a vital decision for students in determines their future life but can be a challenge task for many since the activity is influenced by different factors. However, though efforts have been made by the Nigerian Government to ensure that education system are improving but still the effort are not well enough. Students in secondary schools are encountering difficulties in making their Career choice decision including integrating guidance and counselling in schools career choice has not improved the situation since many students experience difficulties in choosing a career. Researches reveal the facts that, parents are the most influential factor that determine their children’s career choice. In Potiskum metropolis most parents are preparing their children to go into professional courses like legal, medicals and engineering so as to become some body in future, they are associating these professional courses with income. Some parents also want their children to choose career which they have an avenue to provide job in that field while others want their children to follow in their footstep. The enforcement by parents by the parents makes the children to develop the habit of truancy on seriousness with their studies and drop out from school which lead to their future life failure. The purpose of this study is to investigating the relationship between parental influence and choice of career among secondary schools students in Potiskum metropolis. Early learning theory and Trait-factor theory sought to establish the relationship between parental influence and choice of career among secondary schools students, in Potiskum metropolis. The study used survey research design, -the data was collected, losing both primary and secondary source. The target population of this study comprising all Government secondary schools in Potiskum metropolis but three schools where selected, as a representing sample with the total population 5,197 students, simple random, sampling was used for the study and Krejcie and Morgan table was employed to determine the sample of 361 students. The instruments for data collection was self-developed questionnaire (PICCQ) which was administered to 361 students and interviewed was given to 200 parents. Demographic characteristic of the correspondents was analyzed, using Frequency count and Simple percentage, research questions was also analyzed using Mean and standard deviation while PPMC and chi-square was used to test the hypothesis formulated at 0.05% levels of significance. The finding revealed that parents are the most influential factor on career choice of their children at secondary schools in Potiskum metropolis. Also, the study shows that there is no significant difference in terms of gender between the choice of career of male and that of female. The research has also revealed that career does not affect choice of subject combination among students in Potiskum metropolis. The following recommendations were made. Parents should not enforce career choice on their children which is contrary to their interest and instead, they should create an atmosphere for persuasive communication, by looking at their personality traits. Schools should organize career days and programmes which will help the students in the choice of career for the betterment of their future. Government should employ more counsellors at basic and post basic education to ensure the effectiveness of students’ academic achievement. And also, government should employ or assign monitory agent that will “be supervising schools activities to ensure that things in schools are going the way was planned.

EFFECT OF FORMAL LAND ACCESSIBILITY CHALLENGES ON HOUSING AFFORDABILITY AND OWNERSHIP IN ZARIA NIGERIA

The aimed of this research is to assess the formal land accessibility challenges in Zaria Nigeria. The study adopted the use of quantitative design and data were collected through questionnaire survey from staff of the ministry of works and housing who were randomly drawn. 250 structured questionnaires were distributed to the staff of grade 5 to 7, the study adopted convenient simple random sampling technique and SPSS software version 22 was used for data analysis and the results were presented in tables. The study revealed that the formal land accessibility challenges in Zaria, are government policy, registration fees, corruption, taxes, housing policy ranked from 1st to 5th. The study concluded government policy, registration fees, corruption, taxes, housing policy are the challenges formal land accessibility in Zaria. The lower factor are informal market and land availability in the study area. The lower challenges are informal market and land availability ranked from 11th to 12th in the study area. The study recommended that the government should regulates the cost of acquiring land to enable less privilege people to access land and this will lead to solve the issues of lands accessibility. The study recommended that favorable government policy should be formulated to address the issues of lands availability and accessible to every Nigerians. The study recommended that the government should make policy to eliminate the corruption practices among the lands officers concern. The study recommended that the government and financial institution should emphasis on interest rate charges reduction so that more individual can be able to obtain loan facilities as lower interest rate.

ABSTRACT
The need to forestall an emergency situation or natural disaster is quite germane to avoid destruction of valuable properties like infrastructure or learning resources and loss of lives. Incessant violence and natural disasters are partially responsible for severe destruction of academic resources. Hence the need for intelligent agent that can control emergency situation on our campuses. In this study, the context of agent-based communication which is very supportive and adaptive for environmental deployment and proactive reaction was considered, as well as embedding surveillance gadgets with signal sensors and perceives incidences; it communicates with dispatcher to determine appropriate rescue agent. Proposed framework of intelligent agent uses data sequence for specific cases that can be compiled for manipulation and quick response to preempt fire outbreak. Inference engine handles the recognize-act principle of the production pattern, designed for goal and data driven.

THE CONCEPTS OF NATION-STATE AND LEADERSHIP IN AFRICA AND NIGERIA: AN EXPOSE`

ABSTRACT
It can be argued today that, the concept of the African State is for all intent and purposes, nebulous, ambiguous and full of contradictions. Indeed, this nature of the African State is one that has permeated every facet of life in Africa, particular, the terrain of leadership. Some have even argued that, the declining quality of leadership in Africa, has led to State failure, while others have argued that, the disjointed nature of African States, is the reason, leadership has been a challenge. Whatever the case, one thing is clear, the two concepts have a profound influence on each other. Thus, this study, using largely document analysis, sought to add to the discourse on the concepts of State and Leadership, especially from an African and Nigeria perspective. The study found that, traditionally and historically, leadership in Africa was viewed as individuals’ predisposition to serve their families, their peers, and their communities, however, with the advent of colonialism, the concept of leadership in Africa, lost its ethical side and became more ‘self-centred’, and became even moreso, as African States achieved political independence. To overcome the dysfunctional nature of the state and leadership in Africa and indeed Nigeria, the paper recommends that, the continent needs to have avant-garde elites, well-trained leaders, who are ready to commit themselves to decisive reforms that will have a positive impact on the State and its institutions.

IMPACT OF ENVIRONMENTAL ACCOUNTING ON FINANCIAL PERFORMANCE OF MANUFACTURING COMPANIES IN NIGERIA (2015 – 2020)

ABSTRACT
The aim of this study was to empirically evaluate impact of environmental accounting on financial performance of manufacturing companies in Nigeria (2015 – 2020). The study covered a period of six (6) years (2015 – 2020). The objectives of this study were to determine the relationship between board independence, board size, board meeting and board gender diversity and financial performance of manufacturing companies in Nigeria. Ten (10) quoted manufacturing companies quoted on the Nigerian Stock Exchange constituted the sample size of this study. The study comprise of a single regression model with a panel of 60 observations in a six-year period, 2015 to 2020. The model has Financial Performance proixed for Return on Asset as the dependent variable and board independence, board size, board meeting and board gender diversity as the independent variables. Panel Least Square (PLS) regression technique was employed in estimating the data and testing the formulated hypotheses. Based on the analysis, the study revealed that there is a significant relationship between board meeting and financial performance of manufacturing companies in Nigeria (proxied for Return on Asset) and that there is no significant relationship between board independence, board size, board gender diversity and financial performance of manufacturing companies in Nigeria (proxied for Return on Asset). In line with the findings, the study recommended that quoted manufacturing companies in Nigeria should consider the increase of the proportion of woman board member (i.e. female representation) in order to improve board behaviour and effectiveness simply because the women on corporate boards tend to be better prepared for the board meetings than men.

Design elements discussed include colour, text, instructions and multimedia. Some principles in the use of design elements in print were also extrapolated for website designing.

The Paper discusses the philosophical and historical background of Ahmadu Bello Sardauna, who was a Philosopher, a Realist advocate on Work and Worship, and also a strong of federalism. The paper further explored the philosophical basis of educational thought, which he believes that indiscipline breeds idleness and indolence, some teachers contribute to the “indiscipline of pupils” which are manifestly essentialist in character and also highlighted the strategies for educational development as a Policy of Cautious planning and maximum efficiency, Provision of Trained Personnel and Materials as Necessary Conditions and a Policy of Equal Educational Opportunity and role of education in achieving Nigerian national unity which believes that unity can only be achieved through the shifting aggregate of interests to different levels of the organization, the monitoring educational development and role of universities, as universities must be both national and international and tend to overemphasize their role in pursuing the truth to the exclusion of all else. The paper concluded that Ahmadu Bello articulates a social philosophy that is built on the dual props of work and worship. IMPACT OF PROMOTIONAL STRATEGIES ON BANKS’ PERFORMANCE IN EDO STATE, NIGERIA

ABSTRACT
The study examined the influence of promotional strategies on the performance of selected banks in Auchi, Edo State, of Nigeria. The survey research design adopted for this study was the descriptive method. Data for the study were collected from primary sources using structured questionnaire. The proportionate sampling techniques was used to get the total number of respondents from each of the banks and the sample size was derived by employing the Yamane model. The statistical tool employed for analysis of data was the SPSS and descriptive analysis like multiple regression and the ANOVA. From the analysis, result showed that utilization of promotional strategies by banks highly improves their performance rate and that enables the bank to grow significantly. The finding also indicated that promotional strategies adopted by banks encourage customers deposit level and increases the rate of deposit as well as encouraging banks patronage hence, contributing to growth and performance of the bank. Based on the result, the study recommended that Banks that do not utilize promotional strategies should adopt and use them for better performance in their operations while those that are already making use of promotional strategies should also alternate or use other forms of promotional strategies different from what they use to have in order to increase the number of their customers and help retain them.

BOARD GENDER DIVERSITY AND FIRM PERFORMANCE OF LISTED INSURANCE COMPANIES IN NIGERIA

This study examines the board gender diversity and firm’s performance of listed insurance companies in Nigerian stock exchange. The study tried to carry out a thorough analysis into the impact on firm’s performance, with a specific reference to extensive literature on board gender diversity and firm’s performance. The study focuses on the one variant of performance, the Accounting based against the board gender diversity. This study selects Ten (10) listed insurance companies using simple random sampling method and technique for a period of five years (5) i.e 2012-2016. The findings of this study shows a significant positive relationship between gender diversity and firm’s performance (Measured by ROA). It was recommended that, Companies should include more women on board to boast their performance through meaningful contribution from them.

The focus of this research is on skill acquisition: A succor to youth unemployment in Delta state. Ethiope west constituency was used as a case study. The study was a descriptive survey were Data collected through interview and questionnaires from youth of Delta State, Ethiope West Constituency with a sample size of 222 youth of Ethiope West constituency the data was subjected to peason correlation coefficient and chi square statistical test and it was discovered that there is significant relationship between skill acquisition and youth unemployment. The researchers therefore recommends that Ethiope West constituency youth should be encouraged to register and participate in various skill training such as technical craft skill acquisition and be enlightened on how to pick a skill where they have passion. Also, mental transformation (i.e. a kind of enlightenment campaign) should be pursued vigorously to enable more youths to participate and benefit from the programme. The youth should be adequately motivated and encouraged to enlist in the programme. ABSTRACT
The organization of economic cooperation and development (OEDC) attributes the global financial crises of 2007 to failure and inadequacy of corporate governance structures. The idea of corporate governance originated from the private sector due to the increase in the number of reported cases of insider trading, fraud, agency conflicts, and corporate failure, in which Nigeria is not immune to the challenges of corporate governance failure. However, most previous studies on corporate governance are largely limited to financial institutions and non-oil sector, thereby neglecting an in-depth analysis in to the activities of oil and gas firms in Nigeria. This study seek to critically review the moderating effect of political connection on the relationship between corporate governance and financial performance of Nigerian listed oil and gas firms. Based on the review, the study identify the key role of political connection as a moderator of the relationship between corporate governance and financial performance. The reason for this important part played by political connection as a moderator is based on the fact that political connections is seen to play a significant role in emerging and developing countries like Nigeria. In line with the findings, it is recommended that companies should ensure that boards are effective in the performance of their roles of monitoring the activities of management for improve performance and attention should be focus on efficiency of board meetings rather than on frequency due to its significant positive effect on financial performance. Also, companies should include in their boards of directors individuals with core competencies that improve the collective board productivity and there should be presence of politically-connected individuals in the board to facilitate beneficial investments, thereby enhancing firm’s financial performance.

ABSTRACT
This study interrogates the role of state institutions in enthroning good governance through the practice of social justice. Arising from this concern are basic questions that agitate our minds and necessary for discourse. These include: Do state institutions in Nigeria adhere to the principles of social justice in the process of discharging their statutory functions? Does ethnic politics impinge on the performance of state institutions in Nigeria? The main argument of this study is that state institutions can enhance good governance in Nigeria if they observe the principles of fairness and equity in the service delivery processes across the ethnic nationalities of the country. The study discovered that the basic ingredients of good governance and principles of social justice are lacking in the manner state institutions in Nigeria conduct their activities, a situation, the study blames on the nature and character of the post-colonial Nigerian state and its practitioners. The study therefore recommends the building of strong institutions amenable to upholding the practice of social justice in the discharge of their statutory roles in the governance processes of the country. The study avers that so long as majority of Nigerians manifest grievances arising from horizontal inequality among the ethnic nationalities, any attempt at resolving the national question will remain elusive without social justice.

IMPACT OF HEALTH EXPENDITURE ON ECONOMIC GROWTH OF ECOWAS STATES

ABSTRACT
This study investigates the effects of health expenditure on economic growth in the Economic Community of West African States (ECOWAS) from 1996 to 2020, using Autogressive Distributed Lag (ARDL) techniques. The results revealed that government expenditure on health has a significant and positive effect on the economic growth in ECOWAS at 5%. The results also demonstrate that gross capital formation has a significant and positive effect on GDP at 1%. A unit increase in gross capital formation leads to 0.50% increase in GDP in the long run. In addition, the estimated result further revealed that trade openness has a significant and positive effect on GDP at 1%. A one percent change in gross capital formation leads to a 5.9 % increase in GDP in ECOWAS countries in the long-run at 1% significant level. The study recommends amongst others ECOWAS governments should employ policies aimed at improving health expenditure to enhance the quality of health facilities in order raise economic growth. This can be done through increase budgetary allocation.

ABSTRACT
This study examines empirically the nexus between trade openness and economic growth in Nigeria. The study covered the period 1986 and 2020 using Autoregressive Distributed Lag (ARDL) approach. The ARDL result confirmed the existence of a long-run relationship between economic growth, trade openness, foreign direct investment and gross capital formation. It was found that trade openness and gross capital formation had positive and negative impacts respectively on growth rate of GDP in the short run. Therefore, this study concludes by recommending that trade openness should be regulated by government while FDI should be encouraged as it was seen to have significantly improved economic growth in Nigeria.

This paper investigates the role of Office Technology and Management (OTM) Programmed for manpower, development focus the study is carried out in Federal Polytechnic, Bali. And no sampling techniques are used since the population is a sizeable number. The data gathered are mainly through questionnaires. The thirty eight questionnaires distributed to the secretaries are all dully completed and return. The finding of the research showed that manpower development in Federal Polytechnic Bali do not have any role of office Technology and management problem in the course of discharging their duties. The researcher therefore recommended among many other management of Federal Polytechnic Bali should periodically train manpower development so as to be more effective and be aware of change made in the profession.

ABSTRACT
This study is conducted to determine the management skills required to improve the efficiency of graduate secretaries in the Polytechnic, Bali, Taraba State. Three research questions guided the study, related literature were reviewed and the study adopted a survey research design. The target population was the entire secretaries in the Polytechnic, Bali, Taraba State. A twelve item questionnaire was used as instrument for the collection of data. Data were presented and analyzed using statistical mean. The study revealed among others that with management skill, secretaries have the ability to offer low-cost and high-tech solutions that solve organizational problems. Based on the above findings this paper conclude that students technical skills have the ability to offer low-cost and high-tech solution that solve organizational problem. It was recommended among others that the management of the Polytechnic should organize seminars and capacity building workshops from time to time in order to create more awareness not only for the secretaries, but for its entire workforce on the importance of skills acquisition on the efficiency of job performance and that; secretaries already equipped with relevant management skills should have their ego lowered and not think of themselves as better than others as that is tantamount to jeopardizing the good human relations already existing in the workplace.

ABSTRACT
The purpose of this study was to examine the influence of demographic differences on the perception of the persistence of bribery activities in Abuja, Nigeria. Prior studies focus more on how chronic and widespread bribery practices are in Nigeria, minimal attention was accorded to the link between demographic factors and continued occurrences of bribery activities in the country. This present study was anchored by the theory of social norms. The data for this study was generated via a survey questionnaire administered in Abuja, Nigeria. The responses totaling 846 were analyzed using multiple linear regressions method. The result indicated that age and educational differences significantly influenced perception on the persistence of bribery activities in Abuja, Nigeria. However, gender, marital status, family size, job status and annual income differences had an insignificant influence on the perception of persistence of bribery activities in Abuja, Nigeria. It was recommended that demographic differences of Nigerians should not be neglected when policies designed to tackle bribery activities are formulated.

ASSESSMENT OF THE AVAILABILITY OF E-LEARNING TECHNOLOGIES FOR BUSINESS EDUCATION PROGRAMS IN TERTIARY INSTITUTIONS OF NORTHWESTERN NIGERIA

ABSTRACT
The purpose of this study was to assess the availability of e-learning technologies for business education programs in tertiary institutions of Northwestern Nigeria. The study was a descriptive survey conducted among 416 subjects, comprising 375 students and 41 teachers from business education departments in 5 tertiary institutions within Kano State – Northwestern Nigeria. The instrument of data collection was a structured questionnaire adapted from previously validated studies. Data was analyzed using SPSS 22 and results have shown that out of the twenty-seven e-learning tools listed in the study, 13 (48%) were available in the institutions studied, while 14 (52%) were not available. The most commonly available tools included e-books, smart phones, telephones, e-journals, desktop computers and laptops while the least available ones included learning management systems, e-laboratories, digital libraries, video-teleconferencing, and blog spots. Result of the test of hypothesis has also shown that there is no significant difference between the mean responses of teachers and students on the availability of e-learning technologies for business education programs in tertiary institutions that participated in the study. The study recommended that Nigerian Government should endeavor to supply more e-learning facilities and alternative sources of power supply such as generators and UPS devices in tertiary institutions to support the use of e-learning technologies in schools. The study also recommended that train the trainer workshops should be conducted more regularly in tertiary institutions for academic staff, students, and non-teaching staff to inspire the use of e-learning technologies in the institutions.

ABSTRACT
This work examined modern challenges of office secretaries and the sustenance of nation building. It elicits that there are a lot of challenges in secretarial work where automation of office equipment is now the order of the day as full functions involve: competence, good command of English, versatile typing of mail able and usable documents and use of shorthand skills including the mastery of computer system applications, and so on. These functions, therefore, have made the work of the office secretary to be of enormous national importance, and this is the reason why beneficiaries are found in every type of office from the medium-sized ones to that of multi-national organizations in every nook and cranny of urban and suburban centres in Nigeria, thereby, sustaining national unity. Problems such as: decaying habits of telling lies/faking of receipts and contract sums of facilities and supply of equipment/building of laboratories by highly placed Nigerian officials, poor filling of vacant secretarial positions, inadequate training, poor societal attitudes, poor remunerations, including others, have been discussed. Recommendations such as: regular training and re-training of office secretaries in the mastery of information technology and computer applications; good remunerations, and the need to reposition the training of secretaries in tertiary institutions through purposeful “funding so as to guide against the production of half-baked ones, among others, have been suggested. .

USE OF DIGITAL SKILLS BY OTM STUDENTS IN THE POLYTECHNIC BALI IN MEETING THE CHALLENGES OF CONTEMPORARY INFORMATION AGE

ABSTRACT
This study adopted a descriptive survey research design which made use of primary data on Use of digital skills by office technology and management students in the Polytechnic Bali in meeting the challenges of the contemporary information age. The populations were 150 with a sample size of 75 OTM students using equivalent random sampling technique’s self-structure questionnaire for Use of Digital Skills by Office Technology and Management (UDSOTM) was used to elicit data from the respondents. The instrument with 10 items was validated by two experts from department of Office Technology Management lecturers in the Polytechnic, Bali. It was structure on a five point likert scale of Strongly Agreed, Agreed, Undecided, Disagreed, and Strongly Disagreed with correspondent value 5,4,3,2 and 1. Cronbach Alpha method was used to test the reliability of the instrument. 150 copies of the questionnaires which represented the population were administered by the researcher and a research assistant. However, 50 copies were retrieved and use for the study. Mean and standard deviation were used to answer the research questions. The study found that ICT and problem-solving skills of OTM students serve as challenges of the contemporary information age of redundancy and deficiency through generating employment and prosperity formation. Among other things, it was recommended that OTM lecturers should lay more emphasis on practical soft skills ICT and problems to solve by giving OTM students and taking them on field trips to industries to gain direct experience of how job functions are performed. This will give them more important in the labor market when they embark to the search for jobs to enable them achieve employment and prosperity development.

EFFECT OF STATOR CORE MATERIALS ON THE PERFORMANCE CHARACTERISTICS OF A FREE PISTON LINEAR GENERATOR ENGINE

ABSTRACT
This paper presents a type of energy conversion device, a free-piston linear generator (FPLG) engine which can generate electrical energy when a free piston engine (FPE) is coupled to a generator. An FPLG engine prototype designed, fabricated, and developed at the Center for Automotive and Electric Mobility (CAREM) was operated in expansion mode. The generator unit consists of different components forming the generator assembly. Stator core is one of the components known to contribute to the generating capacity of the engine. So, experimental tests were conducted to study the effect two different stator core materials – Perspex stator core, GU(P) and metal stator core, GU(M), have on the FPLG engine performance characteristics. The operating pressure of the working fluid, compressed air, was maintained at 8 bar pressure, while 33.3 Hz and 66.6 Hz were the operating frequencies set for the intake valve opening and closing respectively. Based on the experimental data, the motion characteristics and output performance of the engine were discussed. The results shows that the stator core materials have effect on engine performance. Compared with the other material, GU(M) material is found to have a shorter translator stroke and higher cogging force. However, translator velocity that resulted at the operating condition is higher with GU(P) than with the GU(M). The peak power and indicated efficiency were found to be 423.4 W and 64.2%, respectively when GU(M) material is used.

ABSTRACT
Suicide is a universal issue which is on the increase and requires general approach. The mortality rate indicates that lack of knowledge among undergraduates especially their perception of media message contributes to the increase. Undergraduates’ opinions may be formed based on framing direction of news on suicide and mental health-related issues. However, it may be difficult to align the interpretations given to media messages by the public, especially, the undergraduates to define their perceptions towards news coverage. This is may be due to inadequate literature. Therefore, this study focused on the perception of undergraduates towards online news coverage of suicide and mental health-related issues in South-West, Nigeria. The study adopted framing theory which suggests that the media organizations shape the opinions of their audiences towards a fixed direction. Findings revealed that, the level of exposure to online news sites’ coverage positively influences perception of suicide and mental health related issues.
